'Tail wags dog' proverb is Budget's political message: Congress MP

Congress MP Manish Tewari has claimed that the political message sent by the Union Budget 2024-25 is the proverb- "The tail wags the dog". The proverb refers to a situation wherein a small part becomes too important and controls the whole thing. "Coalition compulsion...written all over this Budget," he added. The Budget allocated 'special packages' to Bihar and Andhra Pradesh.
