1st fire tender at Delhi's Vivek Vihar where 9 died was half-filled, 2nd came late

A government official said the first fire tender which reached Delhi's Vivek Vihar, where fire claimed nine lives, was half-filled and second tender arrived late. The official stated ladders firefighting team brought along weren't tall enough to reach the top floors of the building. However, a fire department official said if a tanker isn't full, it's not released from station.
