The Taliban has announced the launch of its spring offensive in Afghanistan, warning that its enemies, including foreign troops, will be "targeted, harassed, and killed". The militant group said its offensive will target enemies with guerrilla warfare, complex martyrdom attacks, and insider attacks. The group also said that it will begin building institutions in areas under its control.
