Are Verstappen's struggles at Imola signs of Red Bull's downfall?

Red Bull racer Max Verstappen defeated Norris by a margin of .7 seconds as he was struggling on hard tyres. This was not the first occasion when Verstappen was struggling at Imola as he had a very poor start to the week when they clocked below Mercedes. It has raised questions about Red Bull's dominance in the F1 grid.
