Canadian city declares state of emergency over water scarcity

Iqaluit, a Canadian city in the Arctic region, on Friday declared a state of emergency after the local Apex River's water levels hit a four-decade low due to scarce rainfall this year. The city has warned that the water in its reservoir could prove to be inadequate to sustain its population of about 7,800 during the freeze-up of winter months.
