'Can't offer birthday wishes to you in advance,' says Putin to PM Modi; video surfaces

Russian President Vladimir Putin on Friday told PM Narendra Modi, "I know that tomorrow, my dear friend, you're about to celebrate your birthday." Putin continued, "As per Russian tradition, we never offer congratulations in advance. So I cannot do that right now." Speaking in Uzbekistan, the Russian President told PM, "We wish you all the best...we wish prosperity to India."
