China replaces Communist Party head amid Uyghur abuse allegations

China's Communist Party has replaced its head, Chen Quanguo, in the country's northwestern province of Xinjiang. Quanguo was placed on a black list by US amid allegations of ill-treatment and human rights abuses against ethnic Uyghur and other Muslims. Quanguo's tenure in Xinjiang was marred with reports of "re-education" camps for these minorities where they'd allegedly be subjected to torture.
