Delhi's Flourish Stay B&B, where a massive fire claimed at least 21 lives, allegedly had 25 rooms despite being licensed to operate only six under Delhi government's Bed and Breakfast (B&B) scheme, according to reports. The property reportedly lacked a fire exit and had only one entry and exit point. Several occupants were seen jumping from upper floors to escape.
