Delhi hotel where fire killed 21 had no ventilation & basement door was locked

Delhi's Flourish Stays B&B, where fire killed 21 people, had no ventilation, basement main door was locked and there were 28 rooms instead of the permitted six, the FIR said. It stated that the firemen managed to enter the premises after cutting the door. The FIR added that 18-19 rooms were occupied at the time of the incident.
