Talking about The Hindu's report claiming that Defence Ministry objected to "parallel negotiations" conducted by PMO in Rafale deal, Congress President Rahul Gandhi said, "This proves 'chowkidar' is a thief". Commenting on PM Narendra Modi's "ulta chor chowkidar ko dante" remark, Rahul added, "Does he have a dual personality? One day he becomes 'chowkidar', one day 'chor'...[is it] schizophrenia?"
