'Emergency alert: Severe' flashes on people's phones again during govt test

Several people on Tuesday received a flash on their phones that read 'Emergency alert: Severe'. This is the fourth instance in August where users have received such messages from the government. The government is sending the messages to test the Pan-India Emergency Alert System being implemented by the National Disaster Management Authority.
