Empty buildings, PO boxes found at addresses employing Indian students in US

US ICE found empty buildings, locked doors and PO boxes at addresses listed as those of companies employing hundreds of foreign students, including Indians, under Optional Practical Training (OPT) programme. In one case, an employer deferred questions to "HR managers in India". In another case, a student said he was being trained by an India-based company, which violates OPT rules.
