Explosion outside Liverpool hospital declared a terrorist incident; 4 arrested

A car explosion outside Liverpool Women's Hospital on Sunday has been declared a terrorist incident by the police. Four people have been arrested in relation to the incident that killed one person and injured another. Following Sunday's incident, Britain's Home Secretary Priti Patel said the terror level had been raised from substantial to severe, meaning an attack is highly likely.
