Fertility falls, yet Kerala, TN, K'taka spend big on sterilisation

Fertility has fallen below replacement levels across Andhra Pradesh, Telangana, Karnataka, Kerala and Tamil Nadu. Yet a new Economic Advisory Council to the Prime Minister working paper finds a large share of funds devoted to permanent sterilisation in the region. The women bear the burden of permanent sterilisation as the number of male sterilisations remains extremely low.
