The entire construction of Goa's Birch by Romeo Lane, where a fire killed 25 people, was patently illegal, according to documents accessed by NDTV. The first red flag was raised with the panchayat in December 2023, alleging it was built on salt pans and was discharging sewage directly into the river. The panchayat had ordered its demolition in March.
