Govt proposes tougher learner's licence test rules

India's road transport ministry has proposed raising the learner's licence test pass mark from 60% to 75%, extending tutorial duration to 30 minutes, and completion window to 15 days. The draft also proposes free Aadhaar-linked licence services, PVC card formats, mandatory blood group details, and ends exemptions for driving-school certificate holders.
