The 3% GST rate on gold and jewellery products was low and needs to be increased as it is "disproportionately consumed by the very rich", the mid-year Economic Survey said. The document also stated there was a need to tax education and healthcare. Currently, healthcare and education are exempt under GST, and not otherwise taxed by the Centre and states.
