The Meghalaya High Court has directed the state to form a committee within four weeks to tackle the stray dog problem under the Animal Birth Control Rules. The order will now apply statewide, not just Shillong. Authorities have also been asked to submit an action-taken report by July 16. Permanent shelters are in the works.
