Hong Kong leader gives speech via video after protests in Parliament

Hong Kong leader Carrie Lam was forced to deliver a policy speech via video after facing protests in the Parliament. The Legislative Council met for the first time on Wednesday since the Parliament was stormed by protesters in July. It was the first time a Hong Kong leader had been unable to deliver a policy speech in the Parliament.
