How did 3 Italians bypass immigration clearance and leave India?

Three Italians travelling from Amritsar to Munich were issued onward Lufthansa boarding passes by Air India at Amritsar, while issuing domestic boarding passes. Instead of being routed to immigration, Air India staff wrongly directed them to the International-to-International Transfer Area in Delhi. They subsequently boarded their Munich flight without completing mandatory immigration checks.
