How did a communication system outage halt train services across Germany?

Passengers across Germany were left stranded for nearly two hours on Tuesday after a technical outage brought train services to a halt. The outage was reportedly due to a fault in the Global System ⁠for ​Mobile ​Communication for Railways (GSM-R) communication system that is used for international communication on the railway network. Rail company Deutsche Bahn apologised for the situation.
