How did Dubai nearly become part of India in 1947?

Dubai and other Gulf territories, including Oman and Yemen, were once administered through British India, with British political agents in the Gulf reporting to authorities in Delhi, as per historian Sam Dalrymple. Indian troops and rupees were also used in the region. In 1947, months before India gained independence, Gulf protectorates, including Dubai, were formally separated from British India.
