How did Pakistan strike $4-billion arms deal with Libya despite UN arms ban?

Pakistan has secured a $4-billion deal to sell weapons to Libyan National Army, despite a UN arms embargo on the North African country. Three Pakistani officials told Reuters the deal hadn't broken any embargo. One of them said Pakistan isn't the only one to make deals with Libya while another said Libyan authorities are witnessing better relations with Western governments.
