How did US prepare to shoot down Chinese 'spy balloon'?

US President Joe Biden said that the Pentagon decided the best time to shoot down the suspected Chinese high-altitude surveillance balloon was when it got over water within around 19-km limit. Before firing the missile, the government stopped flight operations at three airports. A fighter jet then fired the shot to take it down.
