How has Ashwin been denied world record for most Player of the Series awards in Test cricket?

Ravichandran Ashwin equalled Muttiah Muralitharan's world record for most Player of the Series awards (11) in Tests. However, it could've been Ashwin's 12th award as he was frontrunner to win it last year in West Indies. However, the award wasn't handed out. Cricket West Indies (CWI) blamed an Indian agency, while the agency stated the award came under CWI's purview.
