Odisha has the highest number of street dogs, nearly 40 dogs per 1,000 people, according to data by Ministry of Fisheries, Animal Husbandry and Dairying. This is followed by Jammu & Kashmir which has nearly 23 dogs per 1,000 people. The state of Manipur has the least number of street dogs, 0 dogs per 1,000 people, according to the data.
