How may Samsung phones given to N Korean Olympians violate UN sanctions?

South Korean company Samsung's smartphones gifted to North Korean Olympians at Paris Olympics may violate UN Security Council's sanctions against North Korea. The sanctions prohibit supply, sale or transfer of "all industrial machinery" to North Korea. The International Olympics Committee said the North Korean Olympians hadn't received the smartphones. It's unclear where the phones might've went.
