How will a reservation lottery decide Mumbai's mayor?

Mumbai will not get a mayor immediately as the post is subject to a reservation lottery. Under the law, the mayor’s position is reserved on a rotational basis for SC, ST, OBC and women. It's decided through a draw of lots by the Urban Development Department. Only after the category is officially announced can the mayoral election process begin.
