I cannot, shall not direct PM Modi to be present in House: Dhankhar in RS

Rajya Sabha Chairman Jagdeep Dhankhar told the Opposition that he "cannot and shall not" issue a directive for PM Narendra Modi to be present in the House as it's the PM's prerogative to come to the House. Dhankhar added, "I'll be violating my oath if I impart a directive for the presence of the PM. That has never been done."
