Geopolitical analyst Professor Jiang Xueqin said on a podcast there is almost a 0% chance nuclear weapons will be used in our lifetimes, citing a universal taboo. Forced to guess, he named Pakistan – "a very weak, disorganised nation with nuclear weapons whose controls may not hold in an emergency".
