In which years did Lok Sabha see its productivity fall to the lowest?

As Parliament's Monsoon session concluded on Thursday, Union Minister Kiren Rijiju said the productivity in Lok Sabha was 19%. However, as per the Parliament data available since 2009, the lowest productivity of Lok Sabha was recorded during 2010 Winter session at 5% amid allegations of 2G scam during UPA government. This was followed by 6% productivity during 2013 Winter session.
