Is Mumbai's "Undersea" tunnel really under the sea?

News reports claim Mumbai's Coastal Road Project includes an undersea tunnel. However, BOOM found that the tunnel is not under the sea but beneath the sea level. The tunnel does not cross the ocean nor is it constructed beneath the water. The 2.07 km stretch, part of a 10.58 km tunnel, aims to decongest Mumbai's traffic.
