It's ICC that took a step back: Ex-PCB chief on boycott U-turn

After Pakistan's boycott U-turn, former Pakistan Cricket Board (PCB) Chairman Najam Sethi claimed that it was ICC that stepped back in the standoff, not Pakistan. He noted that Pakistan took "a very considered decision", consulting top lawyers and recognising that sanctions were unlikely. Sethi added ICC also realised Pakistan were on strong ground and made overtures to resolve the issue.
