Additional Director Kapil Raj was the officer responsible for arresting both Arvind Kejriwal (Delhi) and Hemant Soren (Jharkhand). He was overseeing the investigation of several high-profile cases in Jharkhand: Illegal mining scam, land scam, and MLA cash scandal. He is a 2009 batch IAS officer and has been responsible for over 245 raids in Delhi in the liquor scam.
