KC Neogy, HN Bahuguna only FMs who haven't presented Union Budget

KC Neogy and HN Bahuguna are the only two Finance Ministers who have not presented India's Union Budget. This was because they held office for such a short duration between the two budgets that they had no opportunity to present one. Neogy, the second Finance Minister of Independent India, held office for just 35 days.
