North Korean leader Kim Jong-un was seen riding a boat and sitting in rain as he inspected massive floods in the country. Praising the military, Kim said that the rescue efforts saved 5,000 lives. He criticised officials for insufficient preparation of crisis response measures to prevent damage caused by heavy rain, floods and typhoons, state media said.
