US Secretary of State Marco Rubio said on Wednesday that SpaceX, not the White House, decides Ukraine's access to its satellite internet under a private contract. Earlier, Elon Musk had said the US military and the president control limits on Starshield, the military version Ukraine says was capped. Ukraine said the cap disconnected its drones, flying faster than 160 km/h.
