A mysterious dark mark was seen on Russian President Vladimir Putin's forehead amid concerns over his health. The mark was seen as Putin was speaking on the first anniversary of the annexation of Ukraine's Donetsk, Luhansk, Zaporizhzhia and Kherson. Putin said that the annexation was carried out "in full accordance with international norms".
