No NOC, fitness certificate or permits if toll dues unpaid, Centre notifies rules

In order to strengthen compliance towards user fee payment at the toll plazas on National Highways, the government has notified 'Central Motor Vehicles (Second Amendment) Rules, 2026', introducing key changes to the 'Central Motor Vehicles Rules, 1989'. Vehicles with unpaid National Highway toll dues won't get NOCs for transfer, fitness certificate renewal or national permits for vehicle transfer.
