Notice under ULC Act must be issued to one possessing land: SC

The Supreme Court emphasised that the issuance of notice under Section 10(5) of the Urban Land (Ceiling and Regulation) Act, 1976 (ULC Act) is mandatory and must be issued to the person(s) actually in possession of the land. It reiterated that mere vesting of vacant land with the State Government by operation of law, without actual possession, is not sufficient.
