On what basis did India pick 32 countries for its global anti-terror outreach programme?

During a briefing to Operation Sindoor delegations, Foreign Secretary Vikram Misri informed how 32 countries and EU were selected for India's global anti-terror outreach programme. Citing him, BJP MP Aparajita Sarangi said some of them are UNSC members. Five other countries will become UNSC members in near future and rest are those whose voice is usually heard on global stage.
