A deal between the Philippines and the United States was on Tuesday declared constitutional by the Philippine Supreme Court. The Enhanced Defense Cooperation Agreement (EDCA) allows United States troops broad access to Philippine military bases and enables them to build equipment storage facilities. Some lawyers and activists said the agreement was unconstitutional as it surrendered sovereignty.
