PMO has final say in budget decisions: Subhash Chandra Garg

On Raj Shamani's podcast, former Finance Secretary Subhash Garg has revealed that while 90% of the Union Budget is carry-over, the Prime Minister's Office (PMO) plays huge role in crucial 5-7% of changes. He also warns that at times it becomes a shortcoming as well if the leader is not open to listening. He tells that in conflicts, government often favours politically advantageous decisions.
