PoK has had seats reserved for refugees for yrs, so why are tensions boiling over now?

The PoK Assembly has 53 seats out of which 12 are reserved for refugees who migrated from J&K in 1947 but these refugees are settled in different parts of Pakistan, not in PoK. The protesters are demanding abolition of the seats. The analysts believe Jammu and Kashmir Joint Awami Action Committee (JAAC) provided traders, lawyers and transporters a unified platform.
