Powers that themselves violate international law sit in Security Council: UN chief

UN Secretary-General Antonio Guterres called the conduct of major powers on the Security Council a reason for its "paralysis". "We've powers that themselves violate international law and sit in the Security Council," he said. "It's unacceptable to have a UNSC with a composition that reflects the world of many decades ago," he added, calling for urgent reforms on its composition.
