Prince William congratulates deaf winner using sign language; video surfaces

Prince William used sign language to congratulate TV interpreter Alex Duguid, a video of which was shared by the Kensington Palace. William could be seen honouring the deaf Member of the Order of the British Empire recipient. "He's an example of how profoundly deaf people can have an impact on their community, peers and country," the Palace said about Duguid.
