Puerto Rico has signed Senate Bill 504 into law, recognising unborn babies as natural persons from the moment of conception, RT reported. US-based organisation National Right to Life (NRL) hailed the legislation as a "landmark achievement," and declared it a "clear and courageous recognition of preborn babies as persons".
