Putin vows retaliation as Ukrainian attack on Russian student dorm kills 4, injures 35

Russian President Vladimir Putin vowed retaliation after a Ukrainian drone attack on a student dorm left at least four dead and 35 injured in the Russia-controlled Luhansk region in eastern Ukraine. "They want to provoke a reaction from Russia and then blame everything," he said, adding that the Ministry of Defence will make its response as "statements are not enough".
