Railways blames rain and rumours for Mumbai stampede

Railway Ministry's safety committee in its report has blamed heavy rainfall and rumours for the stampede at Elphinstone Railway Station bridge in Mumbai that killed 23 people. The report states that commuters refused to leave the bridge due to heavy rainfall, causing overcrowding on the bridge. It also accepted theories that claim the incident happened due to bridge collapse rumours.
