Russia may be conducting nuclear tests illegally: US

Russia may be testing low-yield nuclear weapons in violation of the Comprehensive Nuclear-Test- Ban Treaty (CTBT), Lieutenant General Robert Ashley, the Director of the US Defense Intelligence Agency, said. The CTBT is a multilateral agreement which bans nuclear explosions of any size, for either civilian or military purposes. However, the CTBTO said it had not detected any unusual activity.
